ASPCA not a “victim” of animal abuse and can’t collect for work

When a woman entered a conditional plea of guilty to two counts of cruelty to animals in a Kentucky county court, the court ordered her to make restitution of $338,810.63 to the American Society to Prevent Cruelty to Animals for the costs of its work in helping clean up the situation.
