When is “volunteer” entitled to pay under FLSA?

Four emergency medical technicians for an Idaho ambulance service claimed that they were entitled to overtime wages under the Fair Labor Standards Act. They often worked in an “on call” status without being at the station and were paid a $10 flat fee for a 24-hour shift, plus $5.15 an hour (later raised to $8) when they responded to a call.
